Who must register under the Unified Carrier Registration Agreement

Commerical Registration Services works with domestic and international partners to ensure the safe transit of motor carriers in and through Texas.

If you operate a truck in interstate or international commerce, the federal Unified Carrier Registration (UCR) Agreement applies to your business. The UCR Agreement requires individuals and companies that operate commercial motor vehicles in interstate or international commerce to register their business and pay an annual fee based on the size of their fleet.

With regard to interstate and international operations, provisions of the UCR affect the following:

  • Motor carriers
  • Motor private carriers
  • Freight forwarders
  • Brokers
  • Leasing companies

 

Fee & payment

The UCR fee is determined by the number of motor vehicles (excluding trailers) last reported by the carrier to the Federal Motor Carrier Safety Administration (FMCSA).

For purposes of determining fees, a commercial motor vehicle is defined as a self-propelled vehicle used on the highways in commerce, principally to transport passengers or cargo if the vehicle:

  1. has a gross vehicle weight rating or gross vehicle weight of at least 10,001 pounds, whichever is greater;
  2. is designed to transport more than 10 passengers, including the driver; or
  3. is used in transporting hazardous materials in a quantity requiring placarding.

Companies operating solely as brokers, freight forwarders or leasing companies are required to register and pay a fee of $76.

Credit Card Fee and Charge Information
Online registrations include two convenience fees with each transaction ($3 to the State of Indiana and either a $1 e-check, or an average 2.3% of the total due for credit card transactions).

TxDMV charges $1 to process all credit card applications received by fax or mail.

Payment Methods

MasterCard, Visa or e-Check for applications submitted online through Indiana's web based UCR system.

MasterCard, Visa, Discover or American Express for applications submitted to TxDMV by mail or by fax (512) 465-3521.

Check or money order:

  • Make checks payable to the Texas Department of Motor Vehicles
  • Write your USDOT Number on the front of your check

Other Information

You are not required to carry proof of compliance with UCR in the vehicle. You can carry the receipt for payment of the fees if you choose.

You can check to see if you have registered for this program by viewing Indiana's Unified Carrier Registration (UCR) website. Three years of data is retained.
